Think in categories: flights and moving; initial accommodation and a rental deposit (often several months upfront); health insurance; a few months of living expenses while you settle; and the admin essentials — a tax number (NIF), a bank account and any professional help.
Lisbon and Porto are more expensive than smaller cities and the interior. If budget is a priority, where you settle matters as much as the visa you choose.
